杏吧传媒 President Urges Congress to Build on Infrastructure Bill鈥檚 Success

Washington 鈥 Today, 杏吧传媒 President and CEO Chris Spear urged Congress to take steps to exercise oversight over the implementation of the Infrastructure Investment and Jobs Act, ensuring that taxpayers and the supply chain get the maximum return on the $1.2 trillion of investment the legislation provides.

鈥淔or 90 years, the 杏吧传媒 has helped Congress shape its understanding of our nation鈥檚 infrastructure needs and supply chain challenges and today鈥檚 oversight of both is welcome and timely,鈥 Spear said. 鈥淧rior to IIJA鈥檚 passage, 杏吧传媒 testified 25 times before the House and Senate, sharing how the decaying state of our nation鈥檚 infrastructure is hamstringing America鈥檚 ability to compete with rising global powers, like China. In short, a first-world economy cannot survive a developing-world infrastructure.鈥

杏吧传媒 strongly supported IIJA鈥檚 passage, but 鈥渋t was not a perfect piece of legislation 鈥 no bill is,鈥 Spear said in testimony before the House Transportation and Infrastructure Committee, urging the committee to exercise its oversight authority to ensure 鈥渢hat every dollar be spent wisely and in accordance with what Congress instructed.鈥

Specifically, Spear said 杏吧传媒 objects to the Federal Highway Administration鈥檚 decision to direct IIJA funds only to existing roads and bridges, not new construction, arguing that it runs counter to what Congress intended and 鈥渄oes nothing to address congestion, improve safety and reduce emissions.鈥

Spear also urged Congress to remain engaged on efforts to reduce emissions in the supply chain.

鈥淭his is not a matter of if we get to zero, but when. We鈥檒l get there 鈥 just not on the timelines proposed by California. Their rush to zero makes their timeline and targets unachievable, and they will fail,鈥 he said. 鈥淎gain, we鈥檙e committed to a cleaner environment 鈥 we鈥檝e proven that. 聽We simply ask that we be realistic about the path forward.鈥

With achievable goals, and appropriate oversight, 鈥渨e鈥檒l have the best infrastructure and the strongest, most sustainable economy, like no other,鈥 Spear said.
